Customs and Border Protection (CBP) launched a new mobile app called “CBP One” last year to enhance access to several of the agency’s most popular services, such as registering for an I-94 entry, making an inspection request for perishable cargo, or getting a passport. The app provides access to a variety of CBP services through a single portal that guides users through a series of guided questions to determine which service best meets their needs.

The latest update of the CBP One app enables land and air travelers to make inspection appointment requests for biological and agricultural products upon arrival into the United States. These requests are handled by CBP Agriculture Specialists who schedule and monitor inspections and engage with the requestor via chat when additional information is needed.

CBP One has also become an important tool for asylum seekers seeking exemptions from Title 42, a public health order that prohibits them from entering the U.S. While the app allows migrants to make appointments up to two weeks in advance, a scheduled appointment does not guarantee that a noncitizen will receive an exception from Title 42.

Despite the app’s touted efficiency, human rights advocates have expressed concern that the app could be used to deny access to humanitarian immigration processes for individuals who are vulnerable to violence or persecution in their home countries. Some migrants have reported difficulty using the app’s facial recognition function to submit their information before arriving at the border, and others say the application lacks clear, transparent guidelines for use.
